Further to the recent communications with Robyn MOORE and Helen CLARINGBOLD,
this is to confirm the details of the Mosman Council meeting Tue 04 Mar 2008.

A COUNCIL MEETING TIME
The Council meeting starts at 18:45 and the Question time finishes at 19:00.
We propose meeting at Mosman RSC, which you know, at 18:15 for you to
review the Parents' concerns and the proposed solution developed by the
"Kids Safe-at-Sport Network [KSAS-Au]".
B PARENT SOLUTION INCLUDES VOLUNTEER CREDITS
That solution is based on the Aboriginal tradition that everybody in the
tribe/team has a function as part of "The Leadership Development and
Responsibility Practice" of the Junior Sport Information System [JSIS]
{Att A - JSIS Home Page}.
One key aspect of JSIS is the Electronic Volunteer Information Management
System [eVIM] whereby the Volunteers and the Clubs receive local Community
Credits for complying with the Child Protection Legislation.
These credits are part of the Local Information Economy that has been
stimulated by the Federal and NSW Electronic Transaction Acts
{Att B - SA Minister for Volunteers letter 03 Dec 2006}
eVIM was part of a joint venture with the Federal Department of Employment,
Workplace Relations and Small Business [DEWRSB] in 2001 to encourage local
councils to provide "Online Delivery Services"

This is in contrast to the "Rio Tinto Volunteer Management Scheme [RTVMS]"
which is implemented in Mundaring Council.
"RTVMS" registers the Volunteer Credits for Councils, Sport Peak Bodies and
WA Department of Sport and Recreation NOT the Clubs or the Volunteers
{Att D - Tender review RTVMS 2006}.
C COUNCILS FACILITATING LOCAL INVOLVEMENT
As you are aware ICAC Investigations into Councils like Tweed, Strathfield
and Wollongong cause Parents and Rate-payers great concern.
In SHOROC the Warringah Councillors were dismissed and an Administrator
appointed {Att E - extract Public Enquiry}.
Mosman Council has been guilty of exactly the same issue of:
1 refusing to listen to Community concerns
2 not providing the opportunity for members of the public and
users/special interest groups to assist Council in managing
the facilities or providing services that meet Community Needs
and Expectations

3 failing to "facilitate the involvement of members of the Public in
the 'development, improvement and co-ordination of Local Government'"
D NEXT STEPS
