
On 21 Dec 2007 the Mayor of Mosman sent a copy of the "NSW Local Government Code of Meeting Practice" to Stephen GOULD with an attached letter. On Fri 04 Jan 2008 the KSAS-2088 Management Committee reviewed the letter and the NSW Government Code of Meeting Practice From the very first contact with Mosman Council meeting in Feb 2007 and subsequent Council meetings attended by Parents involved with the "Kids Safe-at-Sport Network", Mosman Council appears to be in breach of the NSW Government Code of Meeting Practice Neither the Councillors nor the Council staff attended any of the four Child Protection seminars held in May, June and July 2007. On Thu 05 Aug 2007 a letter explaining the 6 gaps identified in the Child Protection process was delivered to the Mayor. On Tue 10 Aug 2007 4 members of the "Kids Safe-at-Sport Mosman [KSAS-2088] attended their first Council meeting to ask questions. Please refer to the Statutory Declaration re 10 Aug 2007 for a record of their experiences at that Council meeting Since that meeting these nine (9) Statutory Declarations detail how Mosman Council have breached a number of sections of the "NSW Local Government Code of Meeting Practice" including: s16 What is the Role of Councillors (s232 NSW Local Government Act 1993) s77 Who is entitled to attend Meetings (s10 NSW Local Government Act 1993) s83 Public Addressing Meetings On 29 Feb 2008 the Australian Rugby Union published its extensive Child Protection Policy which clearly identified the Legal responsibilities for Junior Sports Clubs to provide the Criminal Record Checks on Sports Volunteers. SHOROC Councils were informed of this Policy which applies to all Sporting Codes on Tue 18 Mar 2008 From the research conducted, Councils' Insurance Policies require them to ensure that the Sporting Clubs have conducted the Criminal Record Checks [CRC] on their volunteers before the Council hires out a grpound to any sporting club On 19 Mar 2008 Computerworld published an article "Green IT spend to outstrip Y2k". "By 2010 all types of businesses will be investing in systems that support detailed and continuous information collection" "Government regulation - via Carbon Markets and Taxation - will be matched by customer and trading partners demands for detailed reporting" This article exacerbated many of the concerns that IT costs will become the major on-going costs for Council, Parents and Ratepayers (ref letter Mosman Council 09 Sep 2007 These concerns include 1 New floodlights proposed for many sporting fields 2 New Watering systems for sporting fields 3 carbon credits required for Sporting events 4 SHOROC Councils proposed new Tender System STATUTORY DECLARATIONS WITH WITNESSES2007/03/18 Council Mtg 18 Mar 2008-Witnesses David KELLY, Steve GOODE
