A	REASON FOR KSAS-2088 CARBON-OFFSETS PROJECT

KSAS-2088 has established a Carbon-Offsets project team to understand the 
issues involved with Carbon offsets for Playing Field Floodlights and 
Parents' travel offsets to training & games.

a	Mandatory Renewable Energy Target [MRET]

This is a national scheme that places a legal liability on wholesale 
purchasers of electricity to proportionately contribute towards the generation
of additional an 9,500 GWh of renewable energy per year by 2010.  

This approach is commonly known as a "Renewable Portfolio Standard".

MRET uses Renewable Energy Certificates [RECs] to promote the development
of renewable energy resources.

RECs are a measurement of electricity output (MWh) rather than emissions 
of CO2 (measurement in Tonnes)

RECs are worth significantly more in the market than NSW Greenhouse 
Gas Abatement Certificates [NGACs]

b	Implementation of Legislation

On 01 Jan 2003 the NSW Government commenced the NSW Greenhouse Gas Reduction 
Scheme [GGAS]

It is one of the first mandatory greenhouse gas emissions TRADING schemes in 
the world.

GGAS aims to reduce greenhouse gas emissions associated with the production 
and use of electricity 

c	MOSMAN COUNCIL INITIATIVES

a	Mosman Sustainability Advisory Group [MSAG]

In May 2006 Mosman Council formed the Mosman Sustainability Advisory Group [MSAG] 
comprising a panel of 6 Experts and 6 Community Volunteers

The Chair of MSAG is Dr Mehreen FARUQI of the University of New South Wales [UNSW].  

The UNSW has approximately 50 Councils listed on its Environment web-site.

b	Mosman Clean Energy for Ever [CEFE]

On 25 Oct 2007 the Mayor of Mosman convened the "Mosman Clean Energy for Ever" 
[CEFE-Mosman] which was attended by about 200 Mosman Residents.

At that meeting Mosman residents voted to commit Mosman to "50/50 BY 2020" - 
50% Renewable Energy by the year 2020

C	KSAS-2088 OUTLINE PLAN FOR 2008

The plan is to build on an initiative by Cr Simon MENZIES to provide exercise 
equipment to enable Mosman residents to "counteract the drift towards obesity 
and encourage people to exercise"

In summary the plan comprises:

	1 	Link exercise equipment to generators to produce electricity

	2 	Provide those that volunteer to exercise on this equipment with 
		RECs for the electricity that they produce

	3 	Provide those Volunteers with "Mosman Money" that can be exchanged
		in local shops as part of the Local Information Economy
  
	4 	Organise 12 events at Mosman RSC to explain the concept to Mosman 
		Businesses and Residents

	5	Apply for a Community Development and Support Expenditure Grant [CDSE]
		to initially fund the awareness campaign in 2008.

D	RESOURCES	

1 	Engineer - to advise how to link exercise equipment to generate electricity

2 	Software - to record each persons' electricity output and certify the RECS and 
	Mosman Money

3 	Marketing - bookings with Mosman RSC and distribution to Mosman businesses and 
	rate-payers
