	SAN-2088 CANDIDATE PROFILE: STEPHEN GOULD

I was born in the UK where I completed my tertiary education and started
work with a US Computer company called Burroughs.

Burroughs is now known as Unisys after a merger with Sperry.

In 1982 Burroughs transferred me to Australia to develop an Office
Automation strategy utilising equipment from a new Microcomputer
company Convergent Technologies, in which Burroughs had invested.

I susequently left Burroughs to establish my own Office Automation
Consultancy and in 1987 I became an Australian Citizen.

From 1988-1989 I represented the Australian Small Business Association [ASBA]
on the Standards Australia Electronic Data Interchange [EDI] Committee with a
brief to ensure that Small Business could benefit from EDI.

In 1990 I was invited by the UK British Standards Institute to advise them
on the distribution of committee minutes electronically.

From 1991-1993 I worked with a number of European Organisations like European
Customs, the European Aerospace Association and the UK Institute of Electrical
Engineers [IEE] on Electronic Information Interchange [EII] Joint-ventures.

Since my return to Australia in 1993 I have been working with a number
of independent IT people as part of the Open Interchange Consortium [OIC]
to establish projects that demonstrate the benefits of EII for small
businesses.

I have been involved with Council Information systems since 1994 (ref A:
letter from Viv MAY 04 Aug 1994) and Sustainability since the 1995 Local
Government Annual Conference (ref B: Local Government - Fostering a
Sustainable Future 1995)

I am well-versed in Council Committees and procedures as part of a
long and detailed involvement with a number of Council tenders
including:

1 1997 Mosman Council new Computer System

2 2000 a NSW Council Consortium new Computer System

3 2001 conducting a NSW Local Government survey for the Federal
Department of Employment, Workplace Relations and Small Business [DEWRSB]

4 2006 a Victorian Consortium of 32 Councils for a new electronic
	Regulation Reduction Computer System
