Hi Mark - I appreciate that as a Partner in a law firm with a young 
family, your time is at a premium.

However we would appreciate it if you could spare 30 mins to discuss 
our research into how Councils are being placed into debt using Financial 
Instruments like Collateralised Debt Obligations [CDOs].

As an example the demise of Lehman Bros appears to have left a 
$2 Billion black hole in NSW Council Finances - there is no point suing 
Lehman Bros now they have gone and the assets stripped out !

As you may be aware the older parents involved with Kids Safe-at-Sport 
have had a long running series of issues with SHOROC Councils for a 
consistent Child Protection policy since May 2007.

You are more familiar with the problems with the Balmoral floodlights 
for training for your young family and probably have not had time to 
consider the electricity costs and Carbon Credits that have to be paid
by other rate-payers

Hence this letter to council asking why the illumination Lux level is 
40% higher than the Standard required may be of interest.

NSW Councils appear to have been placed in debt using CDOs and the 
"way out" is to use the demands of young families to implement 
expensive floodlights and watering systems so that the cost of 
repaying these new financial instruments

1	spread over ALL the rate-payers

2	Junior Sports Parents volunteers time and Council Volunteer 
	time is recorded as part of the Rio Tinto WA Future Fund 
	Volunteer Management Scheme [RTVMS] with WA Department of 
	Sport and Recreation
	
We do not have a problem with that if it was of benefit to the local 
community.  

However "the costs" appears to be derived from hedge fund managers 
earning $US300 Million/year trading in these new financial instruments

Hence we would appreciate 30 minutes of your time to review our 
research and a "local Information Economy" solution developed by 
parents involved with the Kids Safe-at-Sport Network
