Hi - Two issues in this email  

A     Council Electricity price hikes  
B     Volunteers recorded as 7 Budget Activities  

A 	COUNCIL ELECTRICITY PRICE HIKES  

"Pittwater Council is one of 34 NSW councils that have raised strong
objections to a proposed 67% increase in street lighting pricing by 
EnergyAustralia"  
Pittwater Council  

34 Councils will complain and EnergyAustralia will probably agree  
to a reduced 40% increase as the Federal or State Government will    
"come to the rescue" with some sort of Grant for Public Safety  

This appears to be option 4 (Voucher Model) of the "Inventing the  
Australian Model of Government"  

If the Street lights will be increased then the cost of Electricity 
for Sporting Fields will be increased.  

Hence is is this why Councils are increasing the Lux Standards because  
10% administration costs over $ 50 is much more than 10% of $5 ? 
  
B 	VOLUNTEERS AND COUNCIL BUDGETS  

Cr Vincent DE LUCA OAM kindly sent me this reply from Warringah  
Council about Volunteer Credits

However if that is the case why are the Councils recording Volunteer time 
as an Income and Expenditure Activity  ?

Has your Council set up a Budget Activity Summary that records Volunteer 
Income & Expenditure ?  

If Councils have set up Volunteer Activity Budgets then let's record them 
as Local Community Assets
