Hi - we have had a number of discussions with recruitment consultants
over how to encourage Government and Businesses to adopt the appropriate
Online standards for effective Electronic Information Interchange [EII]
with any other organisation
For transparency and good Governance reasons the Committee has preferred
to send an email to all Recruitment Agencies rather than just three or
four that understand the problem.

A THE PROBLEM
The key problem is that at the moment only Government and the Financial
Services Industry are really promoting web development applications
They are paying exceptionally well ($175,000 - $ 200,000) for 12 mth
contracts.
What happens after that when all the Big players have their web-sites
set up ?
What fees are there for the Recruitment Agencies ?
The first issue is that smaller players in the Financial Services
Industry like Credit Unions do not have the resources or funds to
develop the web applications
The Australian Prudential Regulation Authority [APRA] as the Peak Body
for the Financial Services Industry provides a list of all its members
in the following categories
a Authorised Deposit-taking Institutions [ADI]
b General Insurance
c Superannuation
d Life Insurance
e Friendly Societies
a Authorised Deposit-taking Institutions
There are currently 8 sub-categories that include 14 Australian-owned Banks
and 128 Credit Unions.
Many of the Credit Unions are the only ADIs left in an number of Council
Towns.
The Bendigo Bank is franchising a number of Local community banks as
traditional banks move further into eTrading Systems.
These community banks often require 100 local businesses to deposit $ 1,000
each
Hence the OIC/OASIS/Halisa joint-committee members developed the XML
template for payment by Direct Credit that can be used by any organisation for
a payment by any ADI
This template also takes into account the proposed new Credit Voucher
system outlined at the Arthur Andersen seminar in 1993 "Inventing the
Australian Model of Government"
Here is a list of references that form the background to this proposal for

Following the resolution of the problems with the Australian and United
Nations Online Standard in 2006, there was a series of emails with the Hon
Jennifer RANKINE MP Minister for Volunteers South Australia on the "Local
Information Economy"
The Federal and State Electronic Transactions Acts of 1999/2003 enable
Local Councils and local ADIs like Credit Unions to become Electronic
Notaries and local eCredit repositories
We are seeking an ADI who would like to develop an XML Standard system
that can be licensed to all the smaller ADIs and eCredit Organisations
This organisation will be prepared to develop a web-based application for
licence to other organisations.
This issue will also be a problem for Peak Bodies and the large Companies
in other Industries hence the email to all recruitment agencies that may
have contacts in all other industries including Health, Education and
Manufacturing
C LONG-TERM REMUNERATION FOR RECRUITMENT CONSULTANCIES
The long-term remuneration to the recruitment Consultant and the
Consultancy would be a fee for each electronic message by the ADI and its
attendant contacts.
This is based on the prototype was developed to assist local Junior Sports
clubs and each individual team received funding from local businesses
This remuneration could be in the form of the Vouchers proposed at the
1993 Arthur Andersen seminar "Inventing the Australian Model of Government"
and adopted by OIC members at the 1996 AGM.
This Electronic Voucher System was implemented as an Accreditation process
for participants at the OIC Seminars
D NEXT STEPS
There may be a number of questions hence the Mosman Sustainability Action
Network [SAN] Committee has agreed to include this topic as part of the
monthly meeting at the Mosman RS Club on 17 Nov 2008
